Yeah I am pretty sure it is supposed to look un-even. It makes the whole dress look undone though, imo.

She CAN pull it off, but it looks like the dress was a little too long so she just hacked it off.
Probably got chewed up by the carpeting or maybe the other way around.
that is just wrong….why would she go out looking like that?? her hair is horrible too. She could have done better.
