Not an eye problem. You need to look at where the flash is reflecting on each eye. If the reflection is at the same spot in each eye (which in this case, it is) then the eye positioning is correct (i.e. not crosseyed).
I think she looks absolutely terrified. That is terribly sad to me.

The epicanthic fold makes children appear cross eyed from many angles before the bridge of the nose begins to develop. THe first picture shows her eyes from a different angle and they appear to be normal.
a lot of babies look crosseyes when they are little, but it gets to disappear.

Children can develop a lazy eye that can be corrected. Stop over analyzing it. Give this little girl a break already.
Epicanthic fold is usually not the foremost sign of any form of retardation or fas. It can be a genetic marker indicative of american indian or asian heritage. A more accurate indicator of fas is abnormally small eye openings and widely spaced eyes (width of eye is smaller than space between eyes).
p.s, the bridge of the nose does not normally begin to develop until 26-36 months and can make the eyes appear crossed. 3 months is when most infants begin to focus their gaze.
