Liv Tyler was spotted out and about in West Village yesterday.  At first glance I figured she was wearing just a boring all black outfit.  But take a look of what's peeking out from underneath the jacket.  I wish the wind would blow it open so we could see what kind of crazy patterned dress she's got going on.
